Hi friends candidates, I entered yesterday in the list; let me
provide a short introduction of myself and reasons why I submitted my
self nomination.
I am a researcher of the National Research Council of Italy, based in
the Institute for Telematic Applications in Pisa. As officer of the
Advisory Council of ISOC, I followed the ICANN life since the
beginning. I have been in charge of running the ccTLD ".it" since the
beginning; at present I act as the responsible of the international
relations of the registry; for this, I am the Italian representative
in CENTR. I act as advisor of the Italian government representative
in the GAC.
I see the present status of ICANN critical for the following reasons:
- the tie with the Department of Commerce of US is not yet
released and will not in the near future; this implies a continuing
political attention on ICANN by the governments and UE in particular;
remember that the final goal when the idea of ICANN was conceived was
to give the Internet governance to an independent company
representing the Internet stakeholders;
- the decision making process of ICANN is not speed enough
(see the time needed for starting the new TLDs) and ICANN is accused
not to be adequate to assure the necessary evolution of the Internet
governance; ICANN staff is in the middle of delaying decisions to
prevent political criticisms and speeding up them in order to meet
schedules;
- consensus building is an exteremely important exercize but
the presence of radically different interested parties make this
process low and in some cases uncertain; ICANN is accused to use the
bottom up approach as a shield while adopting a real top down
approach guided by US government + big companies.
If elected in the ICANN BoD, I will try to contribute to the
following objectives:
- promote a sensitization campaign towards the government
representatives aiming at convincing them of the technical nature of
ICANN tasks; bring the more political and strategic issues to other
international fora;
- through the intervention of super partes committeees of
experts, study solutions for the evolution of the Internet governance
aspects in such a way to accomodate the commercial needs with the non
commercial ones, social, etc.
- assure a reliable and sound set of services to the community;
- improve functional relations with the international
organizations which are doing relevant work in the Internet
governance (ISOC, IETF, W3C, ITU, etc.)
