Maybe we can start by asking to the top voted candidates whether they
support the idea of organizing a more permanent regional AtLarge structure.
Also, we may need to organize ourselves to be able to present this issue to
the candidates in September/October. The Germans have been succesful so far
with media: maybe if this question is echoed in the press, it will become
unavoidable for the candidates to answer it and to take committments.

Good idea.
There is already an European forum related to ICANN, the EC-PoP
(http://www.ec-pop.org/). That is, IMHO, more intended for participation by
industry and commercial interest (even if formally open to everybody).
We need a similar thing for the users and generally speaking the AtLarge.
I am sure that the Commission would not oppose the project. But I also
assume that we want to keep it in terms of bottom-up self-organized forum,
not government-sponsored.

Very good indeed.
But to keep it in terms of "self-governance", I suggest also to bring your
own instruments, if you play music. I'll come with my saxophone, and be glad
to have a jam-session after the long debates ;>)
