I am not contesting that. However, since these elections should be
representative of the Internet users in the wider meaning of the word,
the optimum distribution would reflect the usage distribution of the
Internet in Europe.

This is what I was pointing at, with one more addition: even if those
people would be the most open and truly European ones, many people in
the other countries would feel disadvantaged by such a situation, and
this will furtherly weaken ICANN.

It is what I am proposing since the beginning by speaking of a
"virtual regional council". But it could even be something less
formal, i.e. a mailing list like this one. The important issue is that
its value must be recognized, so that the elected candidates, even if
not formally forced to do so, should keep opinions in that body in the
maximum consideration. I'm sending some separate posts about this.
