No, I don't.

Yes. And this is a matter of how much infra structure is required.
If there is too much traffic on one server, additional ones are added.
Does this increase the price of access? Only if the infrastructure is added
in an unefficient way.

Because the user is mostly unable to tell the difference. And I don't think
he/she should be forced to do.
