perhaps I could fill in, as a regular participant of IETF-meetings since
93 and IEEE meetings since 87: In those earlier days only technical
people from manufacturers and science people from universities
showed up at the meetings. This has changed completely. Now there
are also the big users (Telcos, Industry, bancs and all the others).
Many marketing-oriented people from manufacturers are present and all 
influence a lot of the discussions and developments. I do not (or
nearly not) see any private users represented in one of theses areas.

That is completely true, but I am not so sure if the Internet would
be in a much better state, if any of the other possible interest
groups like politics and governments would have taken over.
The growth of the Internet and its presence in all areas today's
living and working are based on the commercial success. 
Without the money of the commercial world, the Internet would 
still be a university based closed world. I have not seen any 
real representation of individual Internet-users until now, 
and I am still uncertain if ICANN will do better.
