If your question gives to 'general censorship' the meaning of a 'well-
estabilished pratices of censorship' I think it will be absolutely wrong.
But please note that this does not mean that there should/will be no
censorship at all.
We should allow subject who are concerned to place censorship to do so if
they feel to. Censorship is a feel which is related with 'cultural diversities' and
very close to each single individual rather than even the community (s)he
belongs to. So, on the ICANN side, we should put in place tools which better
allows to classify internet content rather than endorse ready-made
censorship pratices.

As I was telling about in previous response we should leave each entity to
manage their balance of risks or benefits in applying censorship.
We (as ICANN) cannot and must not make a choice for any individual out
there.

It will not be 'human' laws that that will give us what we call 'civilization'.
It will be the mixture of several different cultures into a community.
The net allows for a quicker mix of cultures in shorter time rather than
physical ethnic moves from country to country and this mix will set
level of what we call 'civilization'.
Yes, it is entropy.. Again :)
