[ICANN-EU] don't cc: to icann-candidates

I just received an error message from egroups, because I am not subscribed
to icann-candidates.  This makes icann-candidates (IMnsHO) a closed list,
which I think comes very much near censorship.

So I'd like to request that people do not cross-post from icann-candidates
to this list, until icann-candidates becomes an open forum.
