Those who have been involved with ICANN know that it
has already happened (or rather: it is happening). The 
European ccTLDs are not paying the invoices ICANN has 
send them, but are giving voluntary contributions (which 
are much lower). They rejected the payment scheme ICANN 
presented and want to wait until the ICANN-ccTLD agreements
are ready. (Which is why I agree with Alf Hansen's 
statement that these agreements should have high priority
for any director.)
