I will answer some questions I asked myself some days ago (Aug. 27):

- How will you contribute to an organization of the At-Large membership
such that all individual views can be taken into account and presented
in a structured way as advices to the ICANN Board?
- What is your view on an "At-Large Council"?

I will contribute in a "bottom-up" fashion. I would let the At-Large
membership self-organize like what is happening right now on the
icann-europe-list.
I think it is a good idea to have regional At-Large councils because
this will allow for slightly different At-Large "cultures" in the 5
regions. ICANN should define a minimum set of common rules for the
Councils, but in general they should self-organize.
One question that will come up immediately is funding. In order to keep
the At-Large organization alive, there must be some kind a membership
fee. Each council should be free to organize their own funding
structure.
There may also be a need for a contribution from the At-Large to ICANN.
The SOs are paying their share of the cost, and the At-Large should pay
their share. I am not saying that this neccessarily has to come from the
individual members, but "someone must pay". There is no free lunch. If
At-Large is widely recognized, perhaps the Governments will pay..? We
could ask the GAC (Goverment Advisory Council).
