Of course it can be. If one knows how to play the game.

That is - unfortunately - a regular problem with bodies like ICANN.
Most decisions are made in what is called the "kitchen cabinet".
BTW, our German politicians are doing the same. Remember the
voting on tax reform?

Or start playing the game and evenzually change it.
And this only works from the inside.
