Yes, but again, what happens if you run the "ger.members.icann.org"
site and someone says "Hey, you're not running it in a fair way! I
should be running it, not you!". It's what typically happens in lots
of similar situations (i.e. Usenet hierarchy management).
Such a delegation from ICANN would be an official delegation - it
would mean that ICANN is appointing you to run the official site for
the At Large community in your country. I can't see how ICANN could
choose, in the present situation, to whom that sites should be
delegated.
