The draft seems fine to me.

On a similar subject, there were ideas about starting some local lists, one 
rationale being also to allow people to communicate in their own languages.
I am aware only of the French list, and about the proposal by Vittorio 
Bertola, who runs already the Italian ICANN Elections Web site, to lead the 
initiative of a list in Italian.
Are any of you aware of other initiatives? Personally, I have not heard 
about any Spanish/Portugese activities, for instance. It will be nice if 
some people could let people on the "main" list know if something is going 
on on the local level.
