I think it is not correct to call fist phase an "election". It was an
"endorsement process". Personally I gave my endorsement to one of the
self. nom. candidates in order to get him/her as a candidate for the
election. But I voted for one of the nom. com. candidates (guess who..).
I think "endorsement" and "voting" are two different processes (like
apples and bananas that cannot be compared directly).
