That's right.  But you have seen Andrew McLaughlin's reaction.
ICANN is in a dilemma here. If they install a "court of appeal" they have
to drop the pretense that they are only co-ordinating "technical issues".

And still they will have major problems making US courts recognize their
"Verdicts".
