Of course this will not happen, unless it will be explicitely declared by
the non-US spokesmen, that they don't accept this status.
If they not do so, the USG will also the next 50 years hold their hand on
the root-server.
Its easy for each one, who observed the acting of the USG in the last 10,
20 or 50 years, to see, that if they have some key-position under control
(with no expensive costs), they will not release it, unless their is a very
strong pressure to do so.
So I think, the only way to have not an US-dominated Internet is to have
alternate root-server, that are independent administrated. Maybe its
enough, to keep this as a serious and realistic-practicable option (maybe
here are one or two things to do,to solve technical problems, but also
name-space.com shows, that its not really unrealistic), and also (and more
important) to get the political support, to do so: if this option is
concrete enough and about to get real, than (maybe) the USG will be
convinced to release the root-server to an real international, democratic
control.
