  Although this may be goal of some, it is not likely to happen anytime
soon.  ICANN has not shown that it can be trusted alone without
some oversight.  That oversight is the role the USG in the DOC/NTIA
is supposed to play.

  Indeed?  Well such action plans are nice and possibly well thought out
or could be.  However depending on what those Action points are, the
potential for damage to stability could be possible and will at least be
perceived.

  Rather it would seem reasonable that the receptive regions of the globe
should look for way where cooperation is possible and in everyone's
best interest.

  Indeed more democracy in the decision making for policy for the internet
from within ICANN is necessary.  However the current structure of the
ICANN Board does not allow well for that to occur.  Large IP
interests are in control.  They will do anything to stay in control of the
ICANN board.  Until or unless the @large members of the ICANN board
are in the majority, large IP interests will predominate ICANN Internet policy.
