another interesting document has been posted on
ICANN's website regarding cost recovery. Please note that
this is a proposal prepared by ICANN *staff*, not Board.

Not only does it hint to what ICANN staff considers a
possible outcome of the TLD application process, it
also contains *proposed* minimum payments which in the
case of non-commercial TLDs vary between US$ 100,000
(worldwide unrestricted TLDs, e.g. .health) and
US$ 50,000 (worldwide restricted TLDs, e.g. .int, .union).
Non-commercial TLDs restricted to country or territorial
presence of registrant shall have to pay $5,000.
All the figures are *per annum*, and there is an additional
payment relative to the TLD's share of registered domains.
There is however a "Special Purpose" class for "registries with
no cost recovery structure, or qualifying under other criteria
such as demonstrated financial hardship" which is set at
$500 per year. ICANN staff clearly expects the majority of
ccTLDs to fall into this category.
