I agree with this point of view and I'd like to add the remark that, if I
did understand him right in his statement (*), AMM thought of a solution
like this - several communities co-existing on the net, with different
"manners" and defined by their tlds. The difference is that this
solution only needs some insight.

Cite from AMMs statement (*):
