I'd suggest that all those who are really interested in this
particular discussion subscribe to domain-policy and read it there,
and get the full picture.
You can take Karl's original message and Jeff's stating of the
opposite as a tasty appetizer served on icann-europe. But, please,
take the rest of the meal elsewhere.
