It is not a matter of technicality, just the next probable step.
Although everyone knows that we cannot solve the uniqueness 'problem'  
with DNS no big effort and commitment is spent on a appropriate technical 
solution which (IMHO) is to switch away from DNS for locating a resource on 
the net and put in place a system (directories) which allows two resources 
on the net to be found using the same name because THEY want  to appear 
and be found on the net with THAT SAME name. Actually you can't. 

Also there may be closed group name server who may choose to not resolve 
to the common root and even to not be a part of the system. With directories 
you can reach/find them. I'm quite sure that if just few bunch of ccTLD go on 
their own (and here in Europe it will depends on what will happen about .eu) 
jeopardization (in any of its flavours) will became the rule and the common 
US root the exception. 
DNS is controversial, I know... and this is the reason why currently proposed 
solutions still mantains such 'fog'. 
Transparency and clarity always reduce powers... but I still believe that the 
'good old entropy' will win... as usual...
