... and you might want to do some reading on DNS. 

"root" is the place where one is supposed to look up who 
is authoritative for a top level domain, like .uk, .fr, .edu,  etc.

There are already different servers for different TLDs. .de, e.g., is run
on Systems in Frankfurt, Dortmund, Karlsruhe (as well as ones in Vienna (Wien), 
Amsterdam and Sweden).
