At least now you begin to understand why an election process normally offers 
"ample time" for its necessary phases (usually measured in weeks rather than 
days).  An election is supposed to be a highly publicized event that allows 
suitable opportunity for a debate on the issues and through such debate a 
chance to evaluate potential candidates for office... otherwise all you have 
is a classic popularity contest, like electing the Queen at the High School 
Prom.  

By the way, I also object to the notion that members of this new panel must 
necessarily already be members of the organization.  I don't know how 
non-profit Boards are selected in your country, but most non-profits that I 
know of select their Board members based on what they have to offer to the 
organization (prior membership in such organizations is never a 
pre-condition).   For example, take a look at the Board of Governors of the 
Red Cross at http://www.redcross.org/press/boglist.html -- not every member 
of that Board was first and foremost a Red Cross volunteer.
