Danny,
While I agree with your admonition to the just elected Panel members, I do
not think there is any question that an on-line Panel that needs to
communicate a policy (to the webmaster or to the membership) needs a Chair.
Someone who has the respect of all Panel members needs to make sure that
democracy and transparency within the Panel is maintained and that all
Panel members get the chance to express their opinions or vote.
The Chair must be the quiet, reasoned voice that can overcome the would-be
dictator.
