As has been mentioned here at least twice, ICANN mentions ICANNAtLarge.com
on their website. 

A corporate strategy often used with a dissedent mangement arm, is to:
 1 - give them their own "committee" - taking them off the main-committee
 2 - even fund their "committee"
 3 - make them privy to ALL main-committee decision-questions
 4 - allow/require them to report their position on all such questions
 5 - take their opinions/reports under advisement
 6 - then vote as they would have, anyway!

"If you do not have a vote on a matter, then say what you will - but your
opinion really does not matter..."
