Actually, these positions are the two exteremes, but I think there are many
like myself who want to see both happen!  I see no reason why we can't work
with ICANN, and at the same time work externally as well.  It is my view
that, if we are to adequately address the needs of Internet users, our
mandate must be broader than ICANN's narrow scope.  There is a whole sheaf
of Internet consumer rights issues that need to be addressed, both
domestically in our respective cities, states/provinces/etc., and countries,
that have not -- and will likely never be! -- within ICANN's area of
responsibility, and we should eventiually tackle many of these.
