Just a quick comment.

I would put most trust in having verification done on the basis of having
several seperate people vouch for someone.

Obviously this only works if the people doing the vouching are also verified
well.

Although nothing beats face to face verification, the other methods that
have been mentioned at least make it harder to fabricate false identities.

While I am not a candidate, I do care about getting the mess cleaned up.

My paypal will close in just over a month. (I do not like paypal policies)

I would welcome any contact from those in or near Perth Western Australia.
I would encourage everyone to try and meet other participants in their area.
