I agree with most of the argued ideas.

1) it is important that the elected Panel represents the members. That is to
say that an elect members for 1 vote, he cannot say that it is representing
rightfully to a group of members.

Of course the quantity of votes that can be demanded to be elect or
ratified, should be in agreement with the total of voters. This should be
this way for that there is not obligation of voting, this is something that
I don't approve in a Democracy, but I respect the different voting models.

The vote should be obligatory, if I don't like any candidate I will vote in
blank, but who will be chosen, they should have the certainty of how many
people they approve them, how many not and to how many people the elections
and the candidates don't interest them. Solely then a candidate can say that
it was chosen with absolute genuineness.

It is an extensive topic to discuss, but I am convinced that, for example,
in a country where the vote is not obligatory, would give me shame to say
that I am the President of DuckLand if they only voted 20% of people and I
received the fifth part of that voting.

"But you cannot be more realistic than the reality." To attempt that in
@Large the vote is obligatory, it can take some time more.

2) this election was summoned to choose a Panel for 1 year. I don't know how
you reached this conclusion. But I share that it is a wise time and it will
allow to the Panel to make many things (if one works well).

3 months it is a very short time. If the Panel is limited at time so short,
the Panel will be submerged in an ocean of papers, it will be submerged
writing papers and documents and it will lose the action capacity to extract
from the clothier to @Large and to give to know the organization. In
consequence the organization, perhaps, can lose its action capacity. My fear
is that for 3 months @Large passes to the shades, become an organization
that she only works toward inside.

Of course that the work of a member of the Panel can be put to consideration
of the members and these will solve if they suspend its function in the
Panel or they approve it. We will define how it can put on to consideration
and revision the work of a panelist (or of any other members that he works
in commissions, work groups, etc.).

In special cases, the members will be able to summon to premature elections,
that is one of the fundamental guarantees in a Democracy and with a
representative system.

The Panel should always be subordinated to the command of the members, the
members should always have the veto capacity, but we cannot put a corset to
the Panel that causes a total freezing.

We should design and to implement a very agile mechanism to consult to the
members. This, of the hand of an identification system and more precise
registration of members, will allow quick votings among all us.

You think (only for example):
- To write the statutes (to discuss in the Panel, to discuss among the
members, to put them to voting)
- To write the membership procedures and voting (to discuss in the Panel, to
discuss among the members, to put them to voting).
- To create the division of powers (according to approved statutes), to vote
the composition of each power.
- (they continue adding)

Three months?, don't I believe that they are enough. And they are even many
points to add.

On the other hand, if to the new Panel only wants it to him for these tasks,
it is not necessary to choose a Panel, it will be enough with choosing a
special commission of writing and edition.


3) I agree totally with which the Panel should notice very urgent
objectives: Statutes, election procedures, consultation mechanisms with the
members, division of powers, creation of work groups, to establish contacts
with other organizations. And something that should not forget is been that
@Large should elaborate proposals or answers to present in the meetings that
will be carried out until year end.

All the tasks that contribute to establish the roots of @Large should be
high-priority.

4) the division of powers is a topic that it interests me a lot. It is a
guarantee of the Democracy. It allows to distribute the functions and to
distribute the power of decision. Even, it can be thought in that the
elections for the different powers are summoned in different moments, this
would establish more dependability to the work of the Panel and it will
tranquilize all us as members.

5) I agree also that the agenda of the Panel it is established by a voting
among all the members. Different agendas intends and the election is made of
among the agendas presented. Simply.
