Let's jump right into things and decide the quorum requirement.
I propose a quorum of 4 of the 11 panel members. Since it appears as
if the number of the panel is somehow arbitrarily set at 11, I think
we should avoid the mistakes of the past and make the quorum
requirement easy to fulfil to effectively transact the business of
the organization.
Before anyone goes and questions the number 4 because it is even as
opposed to odd, let me explain why I went with 4 instead of 3 or 5. I
believe that if an even number of panel members were involved in a
deliberation, they would be more inclined to reach common ground through
discussion than by a majority vote.
