just a few things:

1. when are we expecting to hear from the watchdogs? 

2. until we hear from the watchdogs, please consider everything i say as
the views of a member of the organization. i certainly don't want to
assume that i am already a member of the panel.

3. i am in favor of a quorum of 8 for the panel, which is actually at
least two thirds of 11. i assume that quorum is determined by the no. of
panel members voting on an issue within a definite period of time.

4. i agree with the proposal of submitting the names of panel members
who fail to vote in 3 voting periods successively, or who fail to vote
in 75% of all votes conducted so far, to a vote of confidence by the
general membership. those who get a lost-confidence vote should be
replaced by those persons who garnered the next number of votes.

5. i believe chairmanship of the panel means merely the duty and/or
right to preside. the panel members may elect one or rotate it among
themselves. a panel member should, however, be free to decline such
responsibility.

6. the chairman (at least) of the membership committee should be elected
by the general membership. i object to the idea of people just
appropriating chairmanship of committees to themselves. i also agree
that they should not come from the panel.

in addition, i want to stress that aside from verifying the identities
of members, the membership committee should also be tasked to recruit
more members especially from under-represented parts of the world like
asia, africa and latin america.

7. we should use icannatlarge.org in everything we do (website, mailing
list, ftp, etc.) unless there is a valid reason not to.
