Myslf, Jefsey and Eric, who were the only members left of the outgoing
panel, unanimously agreed to conduct the election.  I know that isn't
optimal, but it is all we had to work with!  Everyone else abandoned their
post, leaving us to clean up the mess!  Jefsey also made a post-election
motion to accept the results of the election, which I seconded, and Eric
agreed to.  So being "strictly parliamentarian," the forms were indeed
followed.  I'm sure I can dredge up messages backing up same from my
archives.
