Im deutschen Recht gibt es den Begriff der "Duldung"; dort wohl aehnlich.
Immerhin verwies M$ in seinen Antworten genau darauf.

"very clear" ist auch das Grundgesetz mit Laenge von Wehr/Ersatzdienst.
Und ebenso wie die Natureigenschaft "Zeit" im physikalischen Sinne
etwas anderes ist als im juristischen Sinne (siehe auch Dauer einer
vorlaeufigen Festnahme), gilt das auch bei anderen Naturkonstanten
wie fuer "pi=3,14" bei der Ermittlung des Hubraums.
M$ "bricht" nicht das Gesetz, sondern hat eine "Masche" gefunden,
um durchzuschluepfen.
Beim CCC haben wir nach vielen Jahren des Stresses mit der Post
auch den einfachen Rat bekommen, oefter Begriffe wie "Test",
"Experiment", "Versuch", ... mit dem Begriff "Betrieb von" zu
kombinieren - das waere physikalisch das gleiche, aber juristisch
mit entschieden weniger Stress verbunden ;-)

Der roemische Rechtsgrundsatz dazu lautet:

Auf gut deutsch: Wenn ein Kanzeltyp sich in Zeitungen ueber seine
Altehefrau zitieren laesst, dass sie ihm nie genug Currywurst gab,
darf RTL2 noch lange nicht auf dieses Gummipuppen-Niveau sinken.
