As to the practical issue: Actually, I'm not sure who
currently is Vice-Chairman! Pindar Wong was elected on 
the LA meeting in November 1999, but her term of office
ended on September 30th. But as the Chair(wo)man of the
Board is elected anually, I think it will necessarily have 
to be on the agenda on the November 16th Board meeting 
anyway?
