[ICANN-EU] The @wide disemination of @large organizations



Thomas and all,
I reviewed your document which is a real good job to describe the
icann-europe approach, performances and efficiency.

My approach is totally different, and I think it may be worth comparing.

I assume there are around 26 million of mobile phones and 25 millions
of fixed phones installed in France, making roughly 35 millions of
@large people, with a maximum ranging 70 millions if everyone is
considered, plus expatiates and directly interested foreign people.

My question is how do we do to get a significant part of them involved
in the @large process, both for the ICANN and all the other governance
activities. And if possible every of them.

1. obviously nothing can be structured. This is not a movement, only a
     constituency. Only a non partisan secretariat of a coordinating ML,
     where every initiative, community, user college, sites, services, Mailing
     List,  etc..) is represented by one delegate. Some kind of an national
     stakeholders representative assembly. Such a structure has been
     incorporated as the France@large association. A small ad hoc
     operational kernel including representative of different centers of
     interests. The Chair is elected for one year only.

     Its role is to:
     - maintain a site ( http://france.large.tp to come), linking all the 
@large
       French initiatives and other sites and ML
     - maintain useful tools : example the icann-large-director@egroups.com
       list to simplify the sending of motion to the @large directors
     - to serve as an organizing party for common interest events, like
       Andy's visit in France
     - maintaining and filtering (just for quality) a press diffusion list 
on @large
       issues (france-presse@egroups.com)
     - organizing a distributed permanent polling system (cf. infra)
     - compiling a multi-position documentation on the different issues
       through voluntary WG (the mission of which is to publish, not to
       argue)
     - organizing a "who is who", specially of candidates, product, services.
     We have several existing structure of this kind in France like the
     Union of the Family Associations spanning all the different families
     of thinking.

2. the principle of subsidiarity must apply: anything people can do by
     themselves should be left to them. By city, trade, center of interest
     etc... leaving to each of them to chose the ways of escalating the
     issues. So no rule, no predetermines scheme: people are grown-up.
     Let them chose what they want. Otherwise they will get fed up.
     Press will also help in getting them interested.

3. An agreement with ISP, ASP, Press etc... to explain :
     -  what is ICANN
     -  what is ICANN @large
     -  why participating may be of interest
     -  that everyone is some kind of co-owner of the Internet

4. organizing a multi provider permanent polling/voting service, used
     both as a decision booth and a market study system to keep people
     interested (as discussed and documented in the IDNO). The
     forms being made available to many participant sites. This can be
     organized both online and off-line with existing polling companies.

5. developing an "@wide" strategy, ie poposing the @large concept
     in every Internet governance body (a "Gouvernante" in French is an
     "house keeper"): ICANN, IEFT, NICs, WIPO, etc... coordinating in
      the same spirit. A joint effort supported by one or several secretariats
     like the World@Wide association we incorporated to that end.

Globally, this is a much wider approach, aiming at billions of members,
worldwide. Something similar to the Telephone or the TV user community
with consumer associations, sites, newspapers, etc... but with some
initial coordination, at least during the period we have to impose the
@large concept within the ICANN (and run for the 4 pending seats),
and push for the @wide coordination of the @large constituencies
to be establish everywhere. The @wide is a global coordination of a
market where the same individuals are both consumer and producer,
the @large being the specific segments of that market within a
governance structure.

I think the largest the audience the more our power will be real over
the ICANN and the more the ICANN will be established.

I think also that our first allies should be the national NICs and free
TLDs, until we may show the SAIC companies and others we have
common interests, because at the end of the day we are their
customers.
