As I stated in my earlier reply to Richard's questions:

    The four areas of action are all important but, in my opinion, if the
same few people that elected the Interim Panel are going to elect the BoD,
then what has changed?  Surely it is very important to have a large number
of voters.  It is also important that those voters know what they are voting
for.  That is why I believe that outreach, voter education and an ability
for to watch the development of the mission statement and bye-laws should be
concurrent processes.

    Vittorio's task division addresses the problem very well.  Provided the
teams are in constant contact and are prepared to delegate tasks to
non-panel-members where appropriate, I think it is possible to meet the time
constraints.
