AT&T incurs the cost in wasted bandwidth and passes it along to its
customers. Practically, if Todd has "unlimited" service, this works out
to Todd not getting an upgrade to his service as often as he might
otherwise and AT&T's business customers paying more for their service
(since AT&T would look bad raising its consumer prices).

Imagine how much pure unadulterated profit AOL could make from such
clean bandwidth.
