Actually I would disagree and Internet-II is coming faster than you think.
The Chinese and others have demanded it.

The net-net is that the switching centers that provide Internetational
Conduits WILL become eBorder centers and as such will have to deal with the
compartmentalization of the DNS services on a per-root zone basis. Anything
else's is just not really workable no matter what you have to say about it.
How does it feel to be impotent as an organization. That's right, impotent.

Which is to say that this organization while it continues to argue amongst
its members and fail to reach any consensus, reasonable or not, is doomed to
fail.
