  Yo don't dare leave RIR's alone as you should already know by now
given you conversations with me regarding APNIC and ARIN.  NIC's
also must bare close watching as well for various reasons which
have been elaborated upon on a number of forums.  ccTLD's
for the most part are pretty well managed.  None the less some
basic set of standard's for operation need to be put into place,
so therefore you also don't dare just "Leave Alone" all
of the ccTLD's either.  Hence I am finding it difficult to
determine now again where you seem to stand on these
broad issues as you seem to change to which ever direction
the wind might be blowing, eric..
