 The panel list should be publicly archived.
 Real time updating of the archive, or read only list
 subscriptions are a plus, but not a 'must have'. 
  


2)

 A panel member should not be paid for either technical management
or content management of the website.

 The panel as a whole should be able to direct the design of the website,
possibly including in the design a means for posting content
that doesn't require the assistance of a webmaster.

 A 'wiki' section for the use of panels/committees is one possibility.
