Yes I agree with you.

Maybe one solution is to make it mandatory for the registry to send an
e-mail warning to the admin contact 60 and 30 days before expiry, and a
third and final warning at date of expiry, giving a final 30 day warning.

As I say, I think the expired names should then be publicly listed (rather
as Eric stated) so that the whole internet public are aware of the names
available and get an equal chance to secure them.
