Admin, tech, and billing contacts should all receive
them, this is trivial to implement. Given the failure
of numerous email providers, registrants should also
be educated to use different email providers for the
three contacts for safety's sake. I'd go further (if
there must be a public WHOIS, which I don't support)
and say there should also be a provision for a non-
published (unless the registrant decides otherwise)
email contact that also receives notice. If I desire
a given domain name, and am devious and know when the
notices go out and who they go to, I can interfere
with that process. -g
