Exactly right here Richard! This has been our [INEGroup's] position
for more than a year now. The registrar contracts provide for this,
and they should be enforced. ICANN has the duty as first line
oversight to ensure this is done.
The problem arose however in deletes not getting accomplished
for expired or abandon domain names. Hence the proposal from
Verisign of WLS. Other registrars had other solutions, such
as Snap Names, ect.

Ok but what is supposed to happen is that the Domain Name is just
deleted and therefore is available for registration again by any other
potential registrant. This accomplishes the same thing that you are
suggesting, just in different way.

I would prefer that both the Registry and the Registrar notify the
original registrant 30 days in advance of the expiration of his/her/it's
Domain Name.
