Good idea.  But who keeps the registrars from making insider deals wioth
their corporate buddies?
And who decides disputes, and on what basis?

I agree that Verisign has been particularly bad about hoarding expired names
and not offering them up.  But I imagine others would do the same if given
the chance.  ICANN needs to take that chance away from them!

I also have a real problem with the way so-called "trademark protection" has
been extended to domain names.  At least under US copyright law, many
different companies could share the same name as long as they were in
different lines of business.  So you had Acme Dry Cleaners, Acme Shipping,
Acme Metal Works, Acme Car Rentals, etc.  But there is only one acme.com.
Why should one "Acme" business trump the rights of all the other "Acme's"
based solely on the fact that they a registered a trademark?  As I have said
numerous times, COM, NET and BIZ should be set aside as the *only* domains
where commercial trademarks apply.  All others should be first come, first
served.

Disclaimer: "Acme" was chosen only an example (possibly in subconcious
tribute to the Wile E. Coyote & Road Runner cartoons!).  I should also note
that http://www.acme.com/ is an actual site, held by ACME Laboratories, a
free software house!  So no disrepect to them!  I *like* freeware!) :)
