Yes of course the old "Shoe Shine boy" argument. Well
frankly if they cannot afford an minimum fee, than it is very
likely they cannot afford to even be on the internet anyway.
The very tiny chance of exception can of course be handled
by more financially advantaged members paying their fee
for them as a donation...

Exactly! But not the question is whom is going ot pay. How about
Hi-Tek.com forking up that "Few Hundred"? As you are now
a candidate Eric, I am sure you can take care of that matter
