Fees should be payable by all.

For users that are Internet users:
   1/5 of the cost of a month's internet access in the
   country of the user

For domain name owners:
   1/4 of the cost of the ccTLD in their country.

If ccTLD's cost nothing in your country, pay nothing.
If internet access is free in your country, pay nothing.

If either of those DO cost something, you should be 
willing to pay support for an organization that works
for your rights and agenda.

Of course, the issue is to *find* that organization...
