But surely this is the norm for the work of committees? I've been on dozens of them over the years and, though indeed there is always one unlucky person who gets the job of keeping the revisions straight and making sure the right texts are in the final document which the committee approves, all members of the committee are expected to comment, suggest amendments, etc.
If collaborating with a handful of appointed committee members on something as straightforward as a report is "too confusing" for some, that might explain why those who find it so prefer not to have the responsibility of organizing democratic elections or setting up a membership registration process that works on an ongoing basis.
Heaven help us! Dictatorship is bad enough without having one's inability to perform a job (which one wasn't supposed to be doing in the first place) advanced as a reason for bypassing committee input.
Perhaps what all of us should **really** be doing is petitioning the U.S. and our own governments to have ICANN asked to comply with its mandate, rather than dissipate our energies in committees destined to be ignored when they perform their stated functions.
