I am also strongly in favour of local and regional organisation as a basis
for outreach, information and participation. I see the role of a central
executive as one of facilitation and support. Each region and area should
develop in its own unique way. The positive outcome should be as many
participants as possible, and the ability to relate to issues specific to a
particular country or area, as well as international issues.

When it comes to the right of ordinary users to be at the heart of
decision-making through elected representation to the ICANN Board, I am
deeply sceptical that the ICANN leadership will allow this to happen.

Therefore I feel strongly that the regional organisation and growth to which
you allude should take place OUTSIDE and independently of ICANN. Otherwise,
it doesn't matter whether we elect globally or locally, we'll still be
disenfranchised, but ICANN will say they're including us in their decisions.

I do not believe that they want to surrender real power to an AtLarge
constituency which will challenge their autocracy. They want to create a
talking shop and a distraction, which wields no actual power in the
Boardroom.

Instead of pursuing THEIR agenda (which consists of removing the AtLarge
from power) we should focus on OUR agenda - which should be driven by
massive recruitment in every region and the drawing together of a powerful,
independent community of Internet users.

In this independent organisation, the emphasis should be on regional and
local growth and active participation. Part of that participation is bound
to include representation of regions in a global executive. However, if we
just do this inside ICANN, I believe ICANN will indeed divide and rule. They
will rule anyway. Therefore, unless ICANN start by offering "bottom-up"
representation in the Boardroom, I am not interested in "bottom up" ALAC
regional initiatives or elections.

We are at liberty to liaise with other AtLarge organisations and join forces
if we wish in various ways, outside ICANN. We do not need to endorse and
"legitimise" a deceptive ICANN initiative in order to do just that.

We should by all means continue to argue forcefully through a representative
AGAINST the ALAC compromise and in favour of elected Board members. As Bruce
has argued, as long as possible, we should make our voice heard. But we
should not fall into the trap of losing focus on our own initiative and
getting sucked into theirs (which they are promoting purely as a defensive
measure to limit the potential damage of an independent AtLarge movement
with its demands for central powers).

In short, I agree with all the principles and benefits of regional
organisation, but I do not agree with endorsing ALAC or focussing our
energies on building up the regions under the umbrella of the ALAC
initiative.

But thank you for reminding us, Erick and Edmundo, that regional
orgnaisation and participation must be at the heart of our future community
and success.
