Just for the sake of precision,

a) We did have a formal vote for access to the passwords:

Simply, we couldn't get the passwords from Joop, because even if I
kept the vote open for weeks, we only got four panel members voting,
and he refused to accept this vote (though he only told this to me
weeks later, after many requests for the passwords).

b) We didn't issue the call for the webmaster because some panel
members insisted that if Joop was available to continue working then
we should stay with him and forget about the call. I even asked the
panel whether this approach was supported, and got no objections:
