My view is that it can be, ought to be, viewed as one continuous integrated process, from qualifying electors through "counting" the ballots.

The activity of the group would mainly be that of creating a list of
possible mechanisms for identity verification, explore their feasibility and
features, and prepare a report on it, so that it would then be able to adopt
any of them.
I suspect the WG's examination and work will need to be more than that.

Matters that immediately spring to mind apart from what-and-how we need to know to qualify-verify someone is how do we treat that information. What do we have a reasonable right to ask for? What do we keep? How do we secure it. What don't we keep. How can we assure people and preserve complete confidentiality and anonymity at the "ballot box," and elsewhere they may desire it?

How do we create a sacred, inviolate and universally trusted "registrar" and "college of elections?"

Where I am deficient in my knowledge is in E-voting. I had the hell confused out of me by the ICANN-at-large elections two years ago. (The good thing that came out of that for me was an understanding of plurality voting and instant-runoff elections.)

These are just a few things that come to mind.

Oh, one more thing. When are we going to get going?!

It would seem a second call for volunteers to the group might also be in order seeing as only Edmundo and I have been the only ones outside the panel to respond.
