Danny and all stakeholders or other interested parties and members,

  No Danny not pathetic at all.  The Panel is not mandated to do as
you suggest.  Even if it was, there is some difference of opinion amongst the
members if such is desired.  Hence, I find your comment/question in this post
some what odd if not off base...
