well, this part is certainly not surprising.  However, ICANN itself claims
not to be a DNS regulator nor with the "will" to be one.  So, Ms. Victory,
what is it that you are saying?  Is such DNS regulation going to now become
decentralized as much as possible (and as it should be) as part of the new
MoU?  Is the regulatoy scope of ICANN going to be defined to allow this?
Is DoC and the NTIA going to mandate it?
